Permitting & Contractual Manager CO₂-Pipeline (w/m/d)

IN SHORT

Within SEFE’s decarbonisation product-development, you integrate route engineering, permitting/co-funding and contractual frameworks for CO₂ pipeline transport. As part of SEFE’s Infrastructure technical unit, you apply CO₂ pipeline permitting & contractual expertise to implement SEFE’s integrated low‑carbon strategy.  You map and evaluate corridors, coordinate authorities and stakeholders, prepare co-funding applications, and help shape transportation and interconnection agreement models – working closely teams involved in SEFE’s decarbonisation product-development process.

The ideal candidate brings hands‑on permitting experience for linear infrastructure in Germany, GIS‑based route development skills, and a proven record contractual term sheet development.

WHAT WILL YOU DO

  • Route development & screening: Conduct multi-criteria corridor studies (GIS), constraints mapping and alternatives assessment; document crossings, interfaces and land-use considerations.
  • Permitting strategy & delivery: Build and maintain the permit/consent register and schedule; prepare application dossiers; coordinate environmental/safety studies and consultations with authorities.
  • Public co-funding support: Identify and prepare technical contributions for EU/national funding (e.g., PCI/PMI, Innovation Fund, CEF, state-aid) in coordination with teams involved in SEFE’s decarbonisation product-development; compile data sheets, milestones and cost breakdowns.
  • Contractual model & agreements: Draft and align technical/commercial term sheets for CO₂ transportation products and interconnection (e.g., service levels, metering/quality, capacity, interfaces); support Legal/Commercial in negotiations and standard templates.
  • Stakeholder engagement & governance: Liaise with municipalities, landowners, TSOs, industry bodies and NGOs; maintain stakeholder and risk registers; provide concise inputs for decision gates and management reviews.

WHAT WILL YOU BRING

  • Degree in Environmental/Civil (Route)/Industrial Engineering, Planning, Economics or Law (or related).
  • Hands-on experience in permitting and routing of linear infrastructure in Germany/EU (pipelines, power lines, or comparable).
  • Familiarity with German/EU energy and permitting frameworks (e.g., BImSchG, KSpG/KSpTG, UVPG/EIA, EnWG, TEN-E) and with co-funding schemes.
  • Strong documentation and coordination skills; confident stakeholder engagement with authorities and communities; GIS literacy is a plus.
  • Structured, proactive, comfortable working across technical and commercial interfaces; consistent HSE and compliance mindset.
  • Fluent German and strong English, spoken and written.
